No, unfortunately. The Penn Libraries began to expand its video collections only in the early 2000s, after the predominant video format was shifting from VHS to DVD. There was not a large collection of legacy formats on reels before this time, and the library does not have access to older, working projection equipment that can accommodate these formats.
