There is not a Notary Public in the library. 

However, the PennCard Center provides notary service at certain hours. Please see their notary webpage for details.

Additionally, The Office of the University Registrar (OUR) provides notary services for students, staff, and alumni for documents issued only by the Office of the University Registrar, University of Pennsylvania.
